Dr. Ishraq Rabie Ahmed Al-Sibai is a doctor specialized in feminist studies, development research, guidance, and health administration, and a doctor specializing in reproductive health. She is an expert in preparing strategic plans and in preparing health evidence related to maternal and newborn health, as well as gender-based violence. Additionally, she is an accomplished trainer in hospital management, the maternal and newborn mortality surveillance program, and networking with international and local organizations. 

She worked as a gynecologist in Sanaa in Al-Bayda and settled down to work for 15 years in Shabwa Governorate as the first reproductive health doctor in Bayhan and founded the Bayhan National Clinic specializing in maternal health. She also worked to encourage and empower the education of rural girls in Bayhan and established the first high school class for girls in Bayhan District in 2006, as well as establishing civil society organizations and the Modern Youth Foundation, and was honored by the United Nations Office in Yemen for its support in educating rural girls. She was the first woman to run for governor-general in the local authority in Shabwa Governorate in 2006. She worked as head of the National Committee in Shabwa, then director-general of the General Hospital. In 2011, she was chosen among the 100 most powerful women in the world by the US Department of State at the Golden International Visitor Award, after which she worked in Aden Governorate in the Health Office as Director of the Organizations Department. She also founded the Mother Center in Aden and worked there as a gynecologist and early detection of breast and cervical cancer. During the outbreak of war in 2015, she worked to establish a war ambulance team. She also  worked as the first paramedic for the wounded in war and relief with the team in the line of fire. She was  the Assistant Undersecretary of the Ministry of Health and the first to establish the Population Sector from which she set out to establish and equip obstetric emergency health centers. In 2018, Dr. Al-Sibai launched the first information system in the population sector, supported by the United Nations Population Fund, to create a database for mothers, newborns, and reproductive health in Aden. She also served as the official spokesman for the legitimate government during the (Covid-19) pandemic and worked with the emergency medical team during this crises. . Currently, Dr. Al-Sibai serves as Assistant Undersecretary of the Ministry of Public Health and Population, and General Supervisor of the National Center for Health and Population Education and Information.
